The "Create Tab" option is燿isabled in Siebel integration kit in Siebel desktop

Resolution
Create Tab
This tab allows you to use a variety of report creation wizards to create reports based on your current view in Siebel.
Note: The Create tab is only available if you have RAS (the Report Application Server) installed.
Some tabs can be disabled in some circumstances:
# If a user does not have rights to a folder, the corresponding tab is disabled.# If a user has chosen the Flat Pick List view, the Public and Favorites tabs are disabled.
# If a user#s Favorites tab is disabled, the Alerts tab is also disabled.
# If your BusinessObjects Enterprise environment does not have licensing for BusinessObjects Enterprise RAS Report Modification,or if the Linked Reports, Favorites, and Public folders are alldisabled, then the Create tab is disabled.
